Actually, I didn't have any problems at the consulate of Poland (at least in Odessa). No waiting, no records were not required in advance. If you came in the morning, for instance at 10.00, then at 12.00 you will get an appointment. Please note that receiption of documents is before lunch, and giving the documents back with visa is only after lunch. Once you pass the documents, you will be given a voucher to hand with the date of the visa receiving.
Another interesting point. Visa to Poland cost 35 euros (to be confirmed as now), but for me, as for a future student - it was for free (!). And I immediately got multivisa for a year. I mean, I could go there and back (what I did) as many times as I wanted, with no new trips to the embassy.
